This CI Centre video snapshot of a Russian diplomat car was taken as the car passed the infamous "Ames mailbox" on the corner of R Street and 37th Street in the Georgetown area.

 

CIA case officer Rick Ames made a chalk mark on this mailbox (signal site SMILE) to signal that the dead drop BRIDGE was ready to be unloaded. Russian intelligence officers on their way to the downtown embassy from their living quarters at the Russian Compound on Wisconsin Avenue used this route regularly, and would see the signal.

 

During the dark days of the Cold War, the Soviet license plate code was "FC". According to unnamed members of the CI Centre staff, yes, that's ("FC") what it unofficially stood for. Now that Communism and the Soviet Union are no longer, the license plate code has been randomly changed to "YR." Another unnamed member of the CI Centre staff from that country has hypothesized it means "Young Russia" while another member of the staff suggested "Young Republicans."

 

While these have a more hopeful ring than the previous code, the reality is that countries will continue to spy on each other if it is in their interest, regardless of ideologies. The majority of the time you will see these license plates on cars going about in a perfectly normal, legal matter. If, however, you were to notice unusual activity, you can relay concerns to your nearest FBI office
